Besides ‘tiger’, tora may also mean something else.

According to Wikipedia, which may not be accurate all the time since the articles may be contributed and edited by anybody anonymously, ‘tora’ also means ‘突撃雷撃 / totsugeki raigeki’. Basically, this means to attack suddenly and swiftly.

It seems that this was some kind of code phrase the Japanese used during the attack on Pearl Harbour. See here for more details.
